Appellate Court Ruling Due in December

Pasadena Now has published a story about the upcoming decision on the California Apartment Association's case against Measure H. The CAA launched this case in December 2022, pointing out that Measure H fundamentally changes Pasadena's governance model in a way that should only be approved by a City Council measure or a charter commission.
The CAA also challenges the unconstitutional nature of a rent board that has a heavy tenant majority, and asserts that the rent board's extreme relocation requirements pre-empt the state's right to regulate rental policy on newer homes under the Costa-Hawkins Act.
Following the recent finding by the Superior Court of Orange County that Santa Ana's biased Rental Housing Board is unconstitutional, we are hoping for a similarly positive outcome on December 8th.
